Nicole Ledington moves to fly-half after being a late exclusion last week, with captain Trilleen Pomare selected at inside centre.
Zakiya Kereopa, who replaced Ledington on the bench last week, starts on the wing (11) for the match-up against the four-time defending champions.
Mahinaarangi Clair moves to the bench alongside Mercedes Putz and Keira MacAskill, with the latter duo poised for their first appearance of the season.
The Force is determined to build on the positives gathered from their season opener and face a stern test against a Waratahs side fresh from a bonus-point win over the ACT Brumbies in Round 1.
